Politicians Recruiting Criminal Informants into the Security Services

The Executive Director for policy think tank, Institute for Liberty and Policy Innovation (ILAPI-Ghana), Peter Bismark, has linked the spate of robbery attacks in recent times to some four major factors. According to him, influence from political bigwigs when suspected criminals are arrested and the appeal they make in getting such individuals freed has created impunity and lawlessness in the country. He also attributed the robbery attacks to the influx of foreigners ‘’ because of visa free entry to Ghana among the ECOWAS members.

Last year or so, Burkinabes and Nigerians were arrested in armed robberies. This is worrying. Boarder security has been poor over the years. The immigration do not have the statistics on the number of ECOWAS member citizenry coming in and going out annually at the boarders. Free movement must be encouraged but a country must have proper security modules to monitor the to and fro movement of all persons. Most of these foreigners who returned from war torn countries like, Libya, Central Africa Republic, Mali and North-East Nigeria have in their possessions sophisticated ammunition/weapons that can scare the AK-47 police personnel.’’ Bismark Peter further indicated that, the recruitment of police personnel into the service has become an agenda for politicians where they choose who to be recruited without proper background checks and in the end, criminals are recruited into the service. He said: ‘’Recruitment of police personnel in a decade now rest on the muscles of politicians, financiers, police chiefs and many other influential persons. Political parties recruit their own.

There are numerous occasions were "criminals" are recruited into the security services. These "criminal security personnel" gives reliable intelligence to the criminals that escapes police operations. It's true that criminals gathers more intelligence ahead of committing acts over the security personnel. Those with passion to provide security are rejected and politics has defined recruitment into the service.’’ Read below his full statement

Four reasons why there's high rise in armed robbery across the country:

1. Political bigwigs often influence security arrests. Criminals are begged for their release, creating impunity. When arrests are made phone calls from all over the country will hit the police commissioners, to reverse their decisions. This is common not only of the politicians but with other private cartels in the system. No "big man" has ever being arrested and prosecuted even for any traffic offence because they have the means to financially support and dilute their offences. You can't arrest the the nephew or a cousin of an MP. Every MP has the power to safe anyone indicted or sited in a crime once he/she is the MP's own. Just a phone call and extracts and dockets are hidden. The security bigwigs equally saves their own. Their sons, daughters, extended families and good friends are regularly left untouched. I say, those who beg for criminals are criminals themselves.

2. The rate of rise of population is directly proportional to the bubble of crimes. Population increase has a direct effect on security of a country. Ghana is no more 5 million or 10 million but apparently 29 million. This requires the use of sophisticated technologies, logistics and human capital to gather intelligence to provide robust security from violence. The police have not been able to foil armed robberies but are good at aftermath investigations. Can we say we have investigative police system than preventive? The police is good at dancing to the third law of Issac Newton's laws of motion.
